The Department of Planning and Permitting, Planning Division, helps establish, promote, and implement long-range planning programs for Honolulu which reflect the community's values, priorities, and visions for the future. It is responsible for the framework that coordinates planned population and land use growth with supportive infrastructure improvements.
The Planning Division is responsible for maintaining and updating the Oahu General Plan, regional Development/Sustainable Communities Plans, Development Plan Land Use Annual Reports, Special Area and Neighborhood Master Plans. The Planning Division also provides research and statistical information related to Oahu's population, land use, and employment.

TRANSIT-ORIENTED DEVELOPMENT PROGRAM
|

While the Honolulu Rail Transit project is moving ahead under the direction of the Department of Transportation Services, we at DPP are planning for the anticipated growth and change around its transit stations. Transit and TOD can positively affect the way we commute and the way we live. The goal of each community-based TOD Plan is to identify such opportunities and lay the foundation for its area's success.
AIEA-PEARL CITY NEIGHBORHOOD TOD PLAN
Situated between Downtown Honolulu and Central Oahu, the Aiea and Pearl City communities serve as "connectors" between and "destinations" from other regions. With rail service and linkages along the Kamehameha Highway corridor, the 3 station areas have the potential to emerge as dynamic social and economic environments. EAST KAPOLEI NEIGHBORHOOD TOD PLAN
Planning for land development around the three transit stations in East Kapolei is in progress. The location of these stations on the greenfields of Ewa presents a great opportunity to explore and develop optimal TOD land use patterns. The Public Review Draft is available for review. Comments are due June 30, 2010 to Matt Higashida at mhigashida@honolulu.gov.
WAIPAHU NEIGHBORHOOD TOD PLAN
Two transit stations are to be located along Farrington Highway in Waipahu, bringing exciting economic opportunities to one of our more established and heritage-rich communities. This Neighborhood TOD Plan is our first in a series of planning efforts for all station areas. The Public Review Draft is available for review.

DEVELOPMENT/SUSTAINABLE COMMUNITIES PLANS (click for adopted plans)
As required by ordinance, the following Development/Sustainable Communities Plans five-year review is underway. The reviews cover each Plan's vision, policies, and implementation methods.

- Ewa Development Plan
A proposed draft revised Ewa Development Plan has been released for public review and comment. A Public Review Draft Workshop was held on Oct. 25 to present the Public Review Draft Ewa DP and collect comments on the proposed changes to the Plan and on the implementation of the current Plan. The deadline for providing comments on the Public Review Draft is March 15, 2009.
- East Honolulu SCP
- Koolauloa SCP
The first 5-year review of the Koolauloa Sustainable Communities Plan is underway. For more information about the project and how to participate, click on the link above.
- North Shore SCP
A proposed draft revised North Shore Sustainable Communities Plan has been released for public review and comment. A public workshop was held on December 14, 2009 to present the draft revised plan. The deadline for providing comments is February 1, 2010.
- Koolaupoko SCP
Community Meeting 2 will be held on Thursday, September 9, 2010 from 6:00 to 9:00 p.m., at Windward Community College, 45-720 Kea'ahala Road, Hale 'Akoakoa, Room 105. See Flyer for more information.

Public Information Meeting on the Public Review Draft of the Waianae Sustainable Plan will be held on Tuesday, November 25, 2008, 7:00 - 9:00 p.m., at St. Philips Church, 87-227 St. John's Road in Waianae.

MORE COMMUNITY PLANNING GOING ON

Ewa Connectivity Study (2009)
This study was prepared to provide guidance and recommendations for a network of interconnected road and bike routes throughout Ewa, and will be used as a resource for the subdivision review process as it relates to the needs of bicyclists and pedestrians, as well as vehicles. When implemented, it will provide alternative travel options other than dependence on major arterial roads. While addressing Ewa connectivity, its principles are applicable to any large new development on Oahu.

CITY AFFORDABLE HOUSING RULES
The Department of Planning and Permitting is pleased to announce the adoption of the affordable housing rules for unilateral agreements. These rules, effective February 28, 2010, replace the Department of Housing and Community Development Rules for the Terms for Unilateral Agreements Requiring Affordable Housing (1994) as last amended in 1995. The Rules are consistent with City Council's Resolution 90-241,CD-1 regarding increasing the moderate income threshold to include households with up to 140% median income, enabling more working families to qualify for affordable units required under the unilateral agreements.
