DEVELOPMENT PLANS AND SUSTAINABLE COMMUNITIES PLANS
These eight regional plans provide the vision and implementing policies and guidelines for each of the areas. They guide City land use approvals, infrastructure improvements and private sector investment decisions.
The 'Ewa Development Plan, the Primary Urban Center Development Plan, and the Central O’ahu Sustainable Communities Plan carry out the O'ahu General Plan policy of directing most of O'ahu's population growth and development activity to those three areas.
The Sustainable Communities Plans for East Honolulu, Ko'olau Poko, Ko'olau Loa, North Shore, and Wai'anae implement the General Plan policy of sustaining their modest development patterns and rural character.
The development plans (DPs) and sustainable communities plans (SCPs) are required by City Charter and adopted by the City Council by ordinance. Prior to the City Council review and action, the Planning Commission holds a public hearing and makes recommendations to the Council. The Department is required to commence reviews of the plans five years after adoption.

REQUIRED REVIEWS FOR IMPROVEMENTS TO THE DPs/SCPs AND/OR THEIR IMPLEMENTATION
The Department is required to commence reviews of the development plans and sustainable communities plans five years after adoption.
These community-based reviews evaluate the adopted plan's validity and effectiveness and recommend ways the Plan or the Plan's implementation could be improved.

Status of Review Programs
INDEPENDENT REQUESTS FOR CHANGES TO THE DPs/SCPs
A request for amendment of the text and/or maps of an adopted plan can be submitted independent of the department's review process.
The Director can choose to either process the amendment request independently or consider it as part of an ongoing review.
