The Plan protects prime agricultural lands; supports development of the Secondary Urban center at Kapolei; establishes a regional open space network; protects natural, historical and cultural resources; promotes master planned communities; and requires provisions of adequate infrastructure to meet current and anticipated needs.

'EWA DEVELOPMENT PLAN (adopted August 1997)
'EWA DEVELOPMENT PLAN - REVIEW PROGRAM
The Department of Planning and Permitting has concluded its comprehensive review of the 'Ewa Development Plan ('Ewa DP). The results of that review are summarized in a two volume Review Report and serve as the basis for proposed revisions to the 'Ewa DP and for suggestions for improving implementation of the Plan vision and policies.
The Review Report and the proposed revised 'Ewa Development Plan and draft adopting ordinance were transmitted to the Planning Commission on October 12, 2011 for review and action.
Before the Planning Commission holds its public hearing on the Report and proposed Plan, the Department of Planning and Permitting will make presentations and distribute copies of the Report and proposed revised Plan at the 'Ewa Neighborhood Board meeting on October 13 and at the Makakilo/Kapolei/Honokai Hale Neighborhood Board meeting on October 26.
In addition, the Department will hold a Public Information Meeting at 7:00 pm on Tuesday, November 1, at Kapolei Hale (1000 Ulu'ôhi'a Street, Kapolei) to present the Review findings and recommendations, to answer questions about the Report and proposed Plan, and to receive comments and suggestions.
After the Planning Commission holds a public hearing, the Report, the proposed Plan, and the Commission's recommendation will be forwarded to the Honolulu City Council for further review and action.
