The Department of Planning and Permitting, Planning Division, helps establish, promote, and implement long-range planning programs for Honolulu which reflect the community's values, priorities, and visions for the future. It is responsible for the framework that coordinates planned population and land use growth with supportive infrastructure improvements.
The Planning Division is responsible for maintaining and updating the Oahu General Plan, regional Development/Sustainable Communities Plans, Development Plan Land Use Annual and Biennial Reports, Special Area and Neighborhood Master Plans. The Planning Division also provides research and statistical information related to Oahu's population, land use, and employment.
TRANSIT ORIENTED DEVELOPMENT
GET ON BOARD! The City's Transit Oriented Development (TOD) planning program is underway.
WAIPAHU NEIGHBORHOOD TOD PLAN
Get on Board Waipahu! Honolulu's fixed guideway system has two stations planned along Farrington Highway, bringing exciting Transit-Oriented Development (TOD) opportunities to the Waipahu community. The recently initiated Waipahu Neighborhood TOD Plan is the first in a series of TOD plans for all station areas planned along the fixed guideway system. Please join us on Wednesday, April 23 from 6:30 - 9:00 p.m. for Community Workshop #3.

DEVELOPMENT/SUSTAINABLE COMMUNITIES PLANS
As required by ordinance, the following Development/Sustainable Communities Plans five-year review is underway. The reviews cover each Plan's vision, policies, and implementation methods.

WAIMANALO COMMUNITY BUSINESS CENTER SITE SELECTION STUDY AND CONCEPTUAL SITE PLANNING
The Waimanalo Community Business Center project was conceived to assist community and workforce development by providing a facility to support a wide range of career training opportunities, new business establishments, and secure storage area or facilities. The study evaluated several sites throughout the Waimanalo community, considered preliminary user needs and developed programmatic requirements and recommendations.
REDISCOVERING CHINATOWN, HONOLULU
This planning effort is directed toward identifying actions for physical and economic enhancements to Honolulu's Chinatown district based on the values, needs, and objectives of its stakeholders: the district's customers, businesses, property owners, residents, and the government agencies responsible for providing the essential services it needs.
ALA MOANA-SHERIDAN COMMUNITY PLAN
The Ala Moana-Sheridan Community Plan is currently underway and will be the first community-based plan for the area. The plan will define the community's preferred identity and address physical, social, economic, and transportation issues.
KAHALU'U COMMUNITY MASTER PLAN
The purpose of the Kahalu'u Community Master Plan is to develop a plan for Kahalu'u that will provide general design guidance and prioritize physical improvement projects in support of the community's efforts to realize their vision for Kahalu'u.
MAKAHA SPECIAL AREA PLAN
Makaha Valley has approximately 290 acres of undeveloped, urban-zoned land that could support up to 1,800 new homes and resort units. A
Special Area Plan is needed to develop appropriate strategies for providing future development, while preserving the rural quality of Makaha Valley.
